The online lottery was introduced to Virginia in March 2020, just before the COVID-19 pandemic hit the country. The state legislature had already passed a bill allowing lottery games to be played online, but the outbreak caused the casinos across the nation to shut down. However, after the outbreak, Virginia lawmakers approved the lottery bill and Gov. Ralph Northam signed it. While the lottery is not nearly as popular as its Georgia and Rhode Island counterparts, Virginia still offers a wide selection of games.

Some lottery apps are designed with the convenience of mobile gaming in mind, with features like information on draw jackpots, a map of nearby retailers, and scanning winning tickets. Other lottery apps let players play Second Chance games when a ticket loses, or they can choose a different set of numbers beforehand. Apps for lottery games are typically developed using cross-platform technology, so players can play on a mobile device or web. In addition, each paid entry provides one chance to win a bonus prize.

Online lottery subscription services allow players to register, purchase tickets, check past results, and extend their subscriptions.
